Local Authority Work

Tim has worked in Local Authorities for many years, within Arts Development and Cultural Services. He has worked within County Councils - notably as Head of Arts for a number of years with Nottinghamshire County Council. For Nottinghamshire, he headed up a team of up to 30 staff, and worked in collaboration with Economic Development, Tourism, Education and Life-long Learning and Social Services to develop arts activities across the Council. He was responsible for accessing and overseeing over 1million of Objective 2 funds to support the cultural development of the former Coalfield area, and was supported by the private sector, local authority partnerships, the creative agencies and the voluntary sector.

He has also worked for other County bodies in support of Local Area Agreements, focusing on arts and mental health and wellbeing, innovation among the creative industries, young people, cultural tourism, and Crime and Disorder. In 2006-7, he was part of a team advocating for the cultural profile (Arts, Sports and Heritage) within the Local Area Agreement for Lincolnshire County Council.

He is currently working with colleagues on a 2-year Economic Impact study of festivals and events in Newark, Nottinghamshire, on behalf of local councils, emda and the regional Cultural Observatory.

He has developed Arts Strategies for District Councils, for:

Ryedale, in Yorkshire, 2005

Mansfield in Notts, 2006 and

Bolsover in Derbyshire, 2007.

He has worked for West Lindsey District Council in developing the programme at their flagship arts venue, Trinity Arts from 2006 to 2007.

He developed A Good Companion Guide for new Local Authority Arts Officers, published by the National Association of Local Government Arts Officers, and the Arts Council of England, east Midlands.
